try this Start button > select RUN> type in SERVICES.MSC click OK


The following services are needed by the processes at Windows Update. In
services management console ( services.msc) they must NOT be *Disabled* in
the Startup type.
They need to show a startup type of Manual or Automatic.
Here are the services & their Startup types:


Background Intelligent Transfer Service(BITS) Manual
Cryptographic Services Automatic
Remote Procedure Call (RPC) Automatic
System Restore Service Automatic


Now then, look at the entry for Automatic Updates. Does it shows Started in
the Status column? If not, click on "Start" the service link.

Had the exact same problem on Windows XP 64 bit. This is what finally fixed it for me:

Step 1 Backup the Registry
=================================
WARNING: If you use the Registry Editor incorrectly, you may cause serious problems that may require you to reinstall your operating system. Microsoft cannot guarantee that you can solve problems that result from using the Registry Editor incorrectly. Use the Registry Editor at your own risk.

1. Click Start, click Run, type REGEDIT, and click OK.
2. After we open the registry editor, locate this branch using the (+) icon in the left pane:

HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wuauserv

3. Please click on wuauserv folder in the left pane, right click on the branch name wuauserv and choose Export.
4. Save the branch to your desktop with a name wuauserv.
Step 2 Remove the wuauserv subkey

1. Click Start, click Run, type in REGEDIT and press Enter.
2. Locate to the following folder:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Services\wuauserv
3. Please right click on the wuauserv folder and select Delete
Step 3 Import the correct wuauserv subkey

1. Click Start, Run, type: notepad C:\fix.reg and press Enter. Choose Yes when you are prompted.
2. Copy the following commands and then paste them into the opened Notepad window.

3. After you paste the above commands, please close the Notepad window. Choose Yes when you are prompted to save the file.
4. Click Start, Run, type: C:\fix.reg and press Enter to run the commands we have pasted.
Step 4
================================
1. Please click Start, click Run, type in "cmd" (without quotation marks) and press Enter.
2. Click Start, click Run, type cmd, and then click OK.
3. Type: Sc sdset wuauserv D:(A;;CCLCSWRPWPDTLOCRRC;;;SY)(A;;CCDCLCSWRPWPDTLOCRSDRCWDWO;;;BA)(A;;CCLCSWLOCRRC;;;AU)(A;;CCLCSWRP WPDTLOCRRC;;;PU), and then press ENTER.
Please copy the above command, right click in the opened command window, and then choose Paste. Press Enter and you will receive a "Success" message.
4. Type Exit to close the command prompt.
5. Try Windows Update again.

after i did the above i did this

Error 1083: The executable program that this service is configured to run in does not implement the service. (0x8007043B)
If you receive this error message, follow these steps:
Click Start, click Run, type Regsvr32 %windir%\system32\qmgr.dll, and then click OK.
Click Start, click Run, type regsvr32 %windir%\system32\qmgrprxy.dll, and then click OK.
Click Start, click Run, type regsvr32 %windir%\system32\wuaueng.dll click ok

then I rebooted and it fixed my isue.
