If you know you are connected to the internet, but cant get online, (you know your internet works, you have other devices on the network that can get online) there is a good chance you may have malware or fake anti viruse causeing your computers internet issue.
try this first.

Launch Internet Explorer. In Internet Explorer go to: Tools->Internet Options->Connections tab.
Click Lan Settings button and uncheck the checkbox labeled Use a proxy server for your LAN. Click OK.

if you get on line, you need to get some protecion and run scans.

if not, you have other issues.
